In his despatch of the 21st

of August the Secretary of State told

you of the approaching visit to

Hong Kong

Singapore of the League of Nations

Commission to in-uire into the traffic

in women and children in the Far East.

There are one or two points about this

visit which cannot well be brought out

officially, and it has therefore been

thought better that I should write

personally to you about them.
